Imagine a local council pouring millions into a decades-old shopping centre, only to find itself footing a massive bill for repairs. That's the reality facing Cherwell District Council in Oxfordshire, which is now on the hook for a staggering £1.65 million to fix the crumbling roof of Castle Quay, a shopping centre it acquired eight years ago.
Back in 2017, the council purchased Castle Quay and its adjacent leisure complex in Banbury for a whopping £121.6 million. Fast forward to today, and the 50-year-old building is in dire need of roof repairs to keep it weatherproof. As the landlord, the council is solely responsible for the entire cost, leaving some councillors questioning the wisdom of the initial investment.
And this is the part most people miss: during a recent meeting, one councillor bluntly labeled the building 'a folly,' arguing that it continues to drain the council's resources without delivering on its promises. Green councillor Ian Middleton, who leads neighbourhood services, didn't hold back. He described the £1.65 million repair bill as yet another investment into a project that has 'never turned a profit and has fallen short of the grand visions sold to us when it was first approved.'
Middleton suggested the funds could be better allocated to high street revitalisation, climate change initiatives, homelessness support, or community development projects. 'Instead,' he lamented, 'it's being absorbed by a single white elephant that year after year demands more and more of our limited resources.'
But here's where it gets controversial: the purchase of Castle Quay was made under the previous Conservative administration, which also relocated the council's headquarters to the site in April this year. Current Conservative leader Eddie Reeves defended the move, claiming it brought 'significant benefits' by contributing to the 'meaningful regeneration' of Banbury. Yet, critics argue that the long-term financial burden may outweigh these perceived gains.
Once the roof repairs are completed, the council plans to explore adding solar panels—a move that, ironically, cannot be done simultaneously due to separate funding streams for environmental improvements. This raises questions about the efficiency of the council's planning and prioritisation.
