Care workers in Northern Ireland are feeling disheartened and undervalued after a recent policy shift by the health minister. The issue stems from a commitment to implement the Real Living Wage (RLW) for all healthcare staff, which was later retracted, excluding care workers in the independent sector. This decision has left thousands of care workers facing financial insecurity, with many feeling demoralized and undervalued. The Independent Health Care Providers (IHCP) chief executive, Pauline Shepherd, expressed deep disappointment, stating that the minister's U-turn is a serious blow to the morale of the social care workforce. The social care sector, which is predominantly female, is the lowest-paid in the health and social care system, with staff delivering over 80% of care in Northern Ireland. The situation is particularly challenging for young mothers, single parents, and primary caregivers, who are now entering the festive season without a pay increase, despite facing increased costs and heavier workloads. The controversy lies in the fact that the health minister initially promised pay parity for all healthcare staff, including care workers, but later retracted this offer, leaving a significant gap in the pay structure. This has raised concerns about the fairness and consistency of the pay system, especially given the public commitments made by the Department of Health (DoH) to address pay discrepancies and fund the RLW for independent social care workers. The DoH's Fair Work Forum and the Health and Social Care NI Reset Plan have previously highlighted the need for better pay and working conditions in the social care sector. However, the recent U-turn has left many workers feeling betrayed and uncertain about their future, with the IHCP warning that this decision could have far-reaching consequences for the sector's ability to attract and retain staff.
